I am sorry, I am not following the logic of the writer. Is he claiming that Nigeria lawmakers earn more than lawmakers in other countries? Because based on the figures he has produced, Nigerian lawmakers earn the lowest (N24 million = $120,000 – official exchange rate).

The writer also laments the fact that Military officers and Policemen earn less than lawmakers. While I think the police and military should earn more, can the writer provide an example of a country where members of the security forces earn more than lawmakers.
Lawmakers earning more than police or military is fairly common. Nigeria is on no way unique in this regard.
